No. The immunity from jurisdiction granted to officials and staff of the European institutions does not apply to private-law contracts such as residential leases. A Belgian landlord is entitled to require a rental guarantee in accordance with the Belgian Civil Code, regardless of the tenant’s status.

The rental guarantee is governed by Belgian regional laws. The amount is capped at 2 months’ rent in Brussels and Wallonia, and at 3 months in Flanders. It can take the form of an escrow account, a bank guarantee, or a joint guarantee such as the one offered by garantie.be.
